Returning head coach Andy Farrell has selected captain Caelan Doris in his Irish roster for the autumn matches, however lock McCarthy has been excluded.
The captain, who has not played since undergoing a shoulder operation in the start of May, recently returned to provincial training, but it remains unclear whether he will be fit to face New Zealand in the US on 1 November.
Second row Joe McCarthy, however, did not make the cut after not recovering from the foot issue suffered during the opening Lions match against the Wallabies in July.
Northern province player Cormac Izuchukwu and southern province winger Nash are also absent because of fitness concerns, while number 15 Hugo Keenan had already been ruled out after undergoing a hip operation following the summer tour.
Dublin province forward McCarthy - Joe's younger brother - is the sole uncapped player in the 34-man group, however the Irish Rugby Football Union states uncapped provincial pair Edwin Edogbo and Brian Gleeson and previously capped Connacht winger Bolton will head to the US as "reserves".
After facing the All Blacks at the Chicago stadium in a repeat of their previous meeting, the team will play the Brave Blossoms, the Wallabies and world champions the Springboks in the Irish capital.
"It's an exciting group to the squad and it's a chance for the veteran players and for the newcomers on the summer tour to the Lelos and the Lobos," commented Farrell, who returns to Ireland duty after taking a sabbatical to coach the Lions tour to the southern hemisphere.
In a mostly familiar-looking squad, the Dublin club's Sam Prendergast and the southern club's Crowley will once again vie for the starting number 10 position. The number 10 jersey is still available, with Prendergast and Crowley poised to face off for the first time in the upcoming URC match at Croke Park.
Ciaran Frawley is the third fly-half chosen as the coach deciding not to calling up Leinster's Harry Byrne.
At scrum-half, Farrell has selected Lions tourist Gibson-Park and Casey, who led the national side to the summer Test victories over Georgia and Portugal. There is also a return for Connacht's Blade, who is preferred to club-mate Ben Murphy.
Robbie Henshaw, Bundee Aki, Garry Ringrose and McCloskey represent an veteran cohort of midfield options. Jamie Osborne is another option in the midfield, but the youngster is also a frontrunner to deputise for Keenan at number 15.
Wingers Lowe, Mack Hansen, O'Brien and Jacob Stockdale are named. The winger shone on his first Ireland outings over the summer with two tries apiece in the victories over the Lelos and Portugal.
McCarthy is the sole new addition in the Ireland pack. The loose-head prop has started a couple of Leinster's three United Rugby Championship matches so far and played in the second string's loss by England in Bristol earlier this year.
The 22-year-old was selected in interim boss Paul O'Connell's summer squad, but did not earn a international appearance.
Munster second row Ahern, who received his debut appearances in those Tests, is retained, and veteran Northern province lock Henderson is back after missing the summer tour.
Conan, who played in each of the Lions matches over the summer, is poised to deputise for the captain if the skipper fails to recover fitness soon enough to play New Zealand.
The Ireland squad will meet in the capital on Monday before flying to the US on the following day.
